It's hard to tell. Is the entire document a hologram, or is the hologram actually attached to the "Number of Certificate of Conformity" which is mentioned down in the body of what you have shown? I suspect it is the latter, as what your link shows seems to be some sort of annual license. It is my understanding that every batch of goods (maybe even individual pieces of the shipment), must have a hologram attached. Hence, an annual license/certificate wouldn't seem to do the trick.
