There is an odd corollary in economics, and I can't remember who worked it out, but I've seen it in action. Sometimes, if you want people to buy something, you actually RAISE the price. Why? Because it creates a value effect. It has a reverse effect, too. It can create a taboo effect. These aren't mainstream laws, by any stretch, but they play very important roles PARTICULARLY in areas of luxury goods or criminal goods.
The concept of raising costs is true for mainstream economics. Unfortunately, you're not dealing with that here.
