Do you honestly expect us to take seriously an analyst who believes that US policymakers are trying to "Third Worldize" their own country?

Extreme viewpoints in any direction, as well as views that insist on lumping all events into some universal plan orchestrated by omnipotent and malevolent forces, generally are worth dismissing. Cross-purposes, multiple and incompatible influences, total fuckups, uncertainties, inaccurate information, wrong assumptions, etc., ad infinitum, are much more characteristic of reality than vast and omnipotent conspiracies.
