BullDog, I think the reason the volume is on the upside on FGI is becauce the seller (short or othewise) is not agressive selling, but sitting on the ask waiting for buyer to come to him. The sells are not market orders, they are limit orders, it appears. Therefore any trades at the ask price are hitting his limit. If the price moves down...he moves down his ask.

Then every now and then he "let's it breath" before putting the sell order back in at the ask. A very consistent an "ain't in no hurry" approach to shorting/selling. Looks like it is being given a little breath today and is not getting leaned on so bad...I bet that changes if the price moves up much above 18.

Just my thought from watching it trade...and keep in mind that i know very little about the mechanics of trading.
