Any thoughts, much appreciated"

Not a clue, save (1) they're Europeans and MOT (not a particularly good friend of Q; you'll recall MOT breaking ranks w/Q at the last instant several months ago in Washington [against ETSI, if memory serves];

(2) Q is perceived to be an ally of Mr. Softy (rightly or wrongly)and CE; and the real object of this game is stop Mr. Softy. My feeling, in short, is that the Psion OS is just a club being wielded against us, to lock us (yet again) out of Festung Europa.
