The up front payment for the initial installation is excellent news.

What was missing in the PR are:

1) Expected monthly minutes through Westlake (ongoing revenue)
2) Anticipated monthly revenues (ex. See some of DCTC's recent PRs)
3) Time line for completion of the deal
4) Mention for possibility of follow-on countries
5) Most importantly, what specific role FNET would play in this deal

Overall the PR is great news, however, to make the proper valuation much of the relevant data is missing.

Since no contract amount was trumpeted, my guess is that it is low 6 figures. It could even be as small as five 4-port DVGs talking to WLV.
Definately NOT one of Buswell's 'bigger than USAT' networks.
BUT, this contract can be a showcase for the future.

Because of the locations, I'll take a wild guess and say this is an offshore oil company.
