Jean, if each meter is selling for more than $250/meter, yes that should qualify them to draw from the ID (unless their agreement call for finished batteries), if they get paid, and I see no reason why they should not get paid. I think that $250/meter for the laminates only might be on the high side. How many batteries can one make from a "meter" (I presume this is the length and there are few batteries fitting within one width?).

As for issuing a news release or not on shipment to Hamil, I view it as if Delphi issued a news release on shipping some goods to GM. This is not what the market expected, IMHO.
