Milosevic's indictment is no surprise. Only those in Belgrade think it doesn't matter. I do agree that the crisis unleashed a ferocious attack upon civilians, the previous long standing policy of slow killing was escalated dramatically. I do disagree that the damage to NATO's face, as you call it, is significant. NATO leaders represent a wide stripe and the bombs continue to fall.
It has been nearly eight weeks of continuous bombing, no retractions, no retreats. They just continue to bomb. The Serbians realize this and know they cannot prevent the damage through any other means but complete appeasement. Milosevic's indictment as a war criminal today makes the path much clearer. The Serbian Government is being forced to act, if indeed there is such a thing.

NATO casualties remain low.
