its not, and I would never rec such a strategy. but think about the difference between the two.... (the correct analogy would be.. hey this stock is down a bunch and has bounced.. I think I'll short it ie- gold has been dropping for twenty yrs, if it bounces.. I'll short it -g-)

I think short sales are best when you find an overpriced stock and then wait for a catalyst to cause a selloff. (similarly, I like to find underpriced assets and buy them.. ie-gold)... besides I short overpriced tulips cause THEY'RE TULIPS for goodness sake!!!! -g-
