Let's turn that statement around. Since the UN and NATO have essentially sat on their collective arses since '95, blustering and threatening, but never quite acting upon those threats against Milosevic's oppression, could you say that that timidity and indecision on their part led us into the current situtation??

It's not like NATO just woke up one day and decided to spontaneously undertake military action against Serbia. This has been a festering wound that has been aggravated by Milosevic pushing his political luck, hoping to prey upon NATO's indecision and lack of will.

He doesn't have to worry about confusion since he can repress his people and restrict their freedom of thought and discussion on a national stage. That is, he can so long as he has a security apparatus that is able to repress thought.

As to whether we're bluffing, that should not be something we advertise. A bluff is worthless unless the means to carry out that bluff exist.

The Russian's are trying to execute a bluff right now with the most recent comments by Chernomyrdin. Do they have the means to carry out that bluff?? Are they willing to launch upon such a course and the heavy economic consequences it will have upon them?? Somehow I don't think so. But it certainly does up the anty a bit more and eventually all sides will come to a realization that this little piece of crap, Milosevic, is not worth fighting a global world war over.

Afterall, what are the Russians going to do? Nuke us?
