The one person I know who can answer this question accurately is WCII investor relations director Dan Briggs.
You can email Dan at dbriggs@winstar.com, but I think WCII has a prohibition against responding to email questions. Your best bet may be to call Dan at 212-584-4032. He is very knowledgeable about all the classes of stock and the various triggers associated with each class.
