Perhaps he was an Artistic Counterfeiter
or
The disguise

Maybe that bill you are holding was made by a counterfeiter for purely Artistic reasons. These people do exist, apparently. Once they go to great effort and labor to exactly reproduce a currency, they are likely to give it away to make themselves happy. These things happen. The next counterfeiter you meet could be such an Artiste. You never know.

There was a counterfeiter operating in an unusual way. He had made a massive stash of cash, undetectable by ordinary means from the real thing. For a long time he never spent any of the money, lets say he made it for it's artistic qualities.

On the other hand, maybe it is money from the Tortugas.
