I just called the ASE to inquire about the apparent halt on WEB trading. Apparently, the entire ASE is experiencing technical difficulties, and they expect to resume trading at noon (about 2 1/2 hours from now)

Looks like WEB is coming back nicely on only a partial trading day & with some healthy buys at the end of the day .. at 4pm a 10k trade went through .. that's 40 grand, a vote of confidence I'd say.
