But considering past events, Gallup should not have been able to measure any sort of "popularity rating." They should have easily been able to pick up an "unpopularity rating."

Seriously, I think Clinton can spin Americans nearly at will. He is in a bit of difficulty with Milosevic, and so he does not appear as Clintonesque as before. No doubt the ratings reflect this. I do not think the character of the poor excuse for a man, Bill Clinton, has much factored into them.
