"The filing doesn't necessarily mean the shares have been sold or that the holder intends to, it just means that the shares are now available to be sold or lent."

Except in the case of non-affiliate 144 shares which are one year old. Those can have the restriction removed ONLY if they are sold in a broker transaction. The transfer agent can remove the 144 restriction if there is a legal opinion (usually from the company's securities attorney) and if the company does not object.
