How does DCI resume trading?
DCI resumed trading on May 17, 1999, but as of right now
trading is taking place on the pink sheets. DCI has restated
its last three quarterly statements to reflect the Edge
acquisition under the purchase method of accounting. Those
filings are available via the Edgar system. In order for a
Market Maker to resume publishing quotes of our common
stock, it must file a Form 15c2-11. Upon receipt of this Form,
the NASD reviews and must approve it before the Market
Maker can resume publishing quotations. It is our
understanding that the NASD is in the review process for
some Forms and has asked for additional information. After
receiving this supplemental information, it has seven
business days to respond again with approval or an
additional information request. Therefore, DCI is still in the
review process.

Why isn't a Bid/Ask quote published?
Before a Bid/Ask quote can be published, a Market Maker
must submit a Form 15c2-11, and have it approved by the
NASD. They originally had three days to come back to the
Market Makers with comments. On Tuesday May 19th the
NASD submitted questions to the Market Makers to answer. It
is our belief that the NASD has received the supplemental
information it requested. The NASD will review the responses
and will reply to the Market Makers within approximately
seven business days, after receipt. Please, keep in mind that
Monday May 31st is a US holiday. For now, DCI will continue
trading on the pink sheets.

What is Rule 15c2-11?

Since you are rapidly building infrastructure, are you also
adding personnel?
We are currently looking to add quality personnel. In fact we
are conducting a search for a president for our European
operations. The ideal individual must be bi-lingual (Spanish
and English) and have senior management experience with a
major telecommunications company. For more information on
available positions please refer to the Employment
Opportunities section of DCI's web site.
