Tellez said that he expects crude oil prices to rise by as much as $4 a barrel as inventories are depleted after a year-long glut. Tellez said his target price for Brent crude was $18 to $20 a barrel. That would translate into New York crude prices at $20 to $22 a arrel. ''I am optimistic,'' Tellez said.

Some traders are buying in case a strike disrupts supplies and boosts prices. ''We could be in a world of hurt if there's a strike,'' said John Kilduff, senior vice president of energy risk management at Fimat USA Inc. in New York.
