Well, the Serbs are going to get more of a bargain, then. The weather is great over Yugoslavia, which means that more Serb infrastructure and military will be blown up.

You could actually call this a "fire sale" in Yugoslavia.

Considering that all the powers at the table, including Russia, insist that the Kosovar Albanians must be returned to Kosovo, Serbia has lost far more than it has gained. Not only will the situation be rolled back to a condition prior to the bombing, but many years of hard won development in Yugoslavia has been destroyed. Add to that the increased enmity of its neighbors, and the increasing independence of Montenegro from Belgrade, and the Serbs have paid a very high price for very very close to nothing.
