The RSI has a move up but there's nothing to say that it will not move up higher. If the price moves down, the RSI will too. That would complete the hitch.
If the price moves up, so would the RSI so the hitch would still be in progress.

Just in case you're feeling more clear on the subject, here's the next chapter to keep you on your toes:
Just as with any mechanical signal, the "clean" occurrances are the best. The 3 dRSI trick is not immune to noise and there's nothing to guarantee that PARS' activity won't end up having some static. This could occur under a couple circumstances such as the pullback completing the hitch finishing above the signal line. Or, a sideways move on the indicator if the price has an unch day. Sometimes an unch day completes the hitch, sometimes it only interposes itself as a non-event during the hitch building process.

I expect that Wart's work with the 3 dMA on the 3 dRSI will help tune out certain cases of static.
