This may be a silly question, but why the heck are the discount rates for state-to-state calls only? My home long distance is MCI's 9 cents/minute any time, 5 cents/minute on Sundays, but calls in-state are still billed at an exorbitant 25 cents/12 cents for peak/off-peak.

This isn't something that affects all long distance carriers, as I use 10-10-297 (10 cents any time, no fees, no monthly minimums, no minimum per call) for my in-state long distance and it really is billed at 10 cents/min. So it is possible for someone to offer cheap in-state long distance...

I'd say 60% or more of my LD calls are in-state. If QWST offered 9 cents in-state I'd switch in a heartbeat... I am a shareholder after all ;-).
