"115 miles west of the Caymans" - they likely mean Banco Misterioso, which I believe is claimed by México and Cuba, and perhaps others. Not that anyone much cares, as no oil has been found to date, and everyone seems to fish there ... stories are told of mexicano and cubano fishing boats meeting there quite amicably ..... but what a great place for a financial centre - 'Mystery Bank' ... surely that's worthy of an otc-bb issue.
