It sounds like "We, the Neoconservatives, in Order to Form a Union More To Our Liking" and I'll pass. I prefer a government that has to obey the limitations imposed upon it by its own Constitution. I'm still looking for "public schooling" as a power granted to the national government. I can find "quartering of troops" mentioned, but I can't find "public schools". Do you suppose that's why they were considered a proper function of local government for so many years? I'm still looking for where the national government is granted the power for social engineering, or as you put it What means are the most likely to lead to integration, and which to continue separation; . Maybe this benevolent big brother role is in the NeoConstitution; I don't see that power granted the government in the original. I'm curious as to when Congress was no longer required to declare war and Presidents could do so at their own whim, like the hated Kings that America deposed. Once a Republic where law was king, we now look just like an Empire where Caesar sends the troops anywhere he wants. I'm for the whole Bill of Rights, including the Right that forbids the central government from usurping powers not granted to it. I wonder what would happen if the Court treated the 1st Amendment with the same indifference it extends to the rights contained in the 10th? No, we don't need a NeoConstitution. We need to resurrect the one we have. The one constructed by a people suspicious of government power, not in love with it. Government is about force, not benevolence. Washington said "Government is a dangerous servant, and a terrible master." He was far wiser than this generation.
