Eugenics was a world wide enthusiasm at the beginning of this century. In most countries the idea ran into ethical systems that prevented it from being the highest good. Nazism's "racial science" was free of any religious encumbrance (as was atheist Oliver Wendell Holmes, for that matter) and eugenics was able to treat people as cattle, without bothersome ideas like mankind being made imago Dei and embued with inalienable rights.
