There are internationally agreed rules of war. Targeting civilian infrastructure violates those rules. I happen to agree with those rules.

A law is only as good as the willingness to adher to it and/or the ability to enforce it.

Adherence to, and enforcement of, the "laws of war" (war being a criminal act in itself), is directly proportional to the political and military risks that are at stake.

That is the reality of our existence and the worst nightmare of professional lawyers everywhere who seek to legislate order from chaos (at $500/hour..:0). Ultimate enforcement of the law relies upon the threat of action that is inherently immoral, that being the taking of human life.
