From a psychological perspective (this may or may not include neurophysiology - difficult field to study) the stimulants are the most addictive substances around. Cocaine and methamphetamine are the archetypes.
From a physical perspective the depressants (like alcohol, Quaaludes or barbiturates - more currently benzodiazepines) are the kings. You can't quit the pills cold turkey - fatal convulsions are likely. Indeed, kicking 'ludes or reds calls for a graded reduction of the dose. Every second of this is no fun for the patient.
