We can speculate infinitely about the motive, but we do have to assume that whatever is in that report is what the Chinese Intelligence Service, or some faction thereof, wants us to believe. Which makes basing conclusions on it a risky business.

One thing that is certain is, as you say, that we don't know. Which if nothing else suggests that the statements of anyone who claims to know should be taken with a grain of salt.

Which is usually the case in these situations.
