Yes, I believe that I did address that issue, although it was somewhat of a stretch of the plausible, when I stated:

"This conceivably may have impacted not only their own BLS.net access service, but ATT Worldnet's, and Mindsprings, and others, at the same time. It makes sense, if they were all sharing common central office routing resources."

By extension, this also implies common edge resources, such as ATM route allocations in the edge, connecting to the core. Like I said, it's a stretch, and I certainly have no way of knowing, but it would explain the circumstances, if it were true.
