Dear Mr. Murphy

I contacted you about three weeks ago and have enjoyed getting

the email on what GATA is doing. From this email I read about

the change at the CBOE to make all gold and silver sell forwards

as unlimited. All other commodities have a 1 year sell forward

restriction. Did this change with gold and silver occur in

1996 ?? Because I have noticed, that on 19 rally attempts

in gold there has always been annoucements of impending or

just concluded gold sales that have knocked the price of gold

down. I have a basic question. Who pushed the CBOE change in

gold and silver sell forwards. I bet it was Greenspan and

Rubin. This needs to be looked into. Also did any of the

other Commodity Houses also change there rules on gold and

silver forward sale limits. I bet it did happen, about the

same time on the London Exchange as in the CBOE, want to bet.

Also try and find out who if any pushed changes in the

forward selling rules in other exchanges. My bet is that is

is the same guys. Hope you can look into this and let me

know.
