They can, but they would have to dismiss their retail sales staff and automate the order taking process. But here is a thought. If the full service brokers want another revenue stream, they will increase their in-house trading departments and exact their revenge on the online retail traders. Brokers will be better at day-trading, and there is a continuous stream of speculators entering, going broke and leaving. The money they leave behind provides plenty of profit to brokers.
