A serious post before I go to do some work...

I think the prerequisites to the end of the war and a reasonable chance of achieving real peace in the region are (behind all the semantics of the stated conditions so far) are:

1) The KLA force must be disarmed, disbanded and retired.

Without that happening there will always be fighiting there, it's like a cancer not fully terminated. Last week there was a mention of Nato troops stationed in Albania and Macedonia disarming the KLA while UN (with some Nato countries not participating in the bombing) troops going in to Kosovo...I think this was a feeler to see the initial reaction. The KLA bandits are seeing the writing in the wall and I fully expect them to make much more noise in the days ahead. I expect more "atrocities" uncovered by them (and committed by them and blamed on Serbs)...The bullshit from these fanatics will surpass everything done so far... I also expect that, if Nato decides to drop them( that's a big IF), they will go down shooting Nato forces.

I would also like to see the complete disarmanent of the Serb paramilitary forces which will also be extremely difficult to enforce.

How about offering the KLA and the Serb paramilitary fanatics a green card, some cash, a car and a day trading account at E-Trade to entice them to get out of there for good?

2) Complete reparations for the destruction of the war and a blueprint on integrating the region to the world economic scene as soon as possible.

Hopefully the EU can step up to the plate here and take some lead without dferring again to US "leadership".
