As of now I don't know how the FCC will treat the issue of having ISPs be treated as ISPs even though they are providing VoIP. Going forward I do think they have to make a decision whether VoIP and xDSL should be treated the same. Its all bits, but two distinct services and as of now the FCC lack a definition of how to treat them together.

As new services and more players entering the field I think the FCC has to make some rather "radical" decisions. Maybe even let the ISPs provide VoIP and still be classified as and ISP while making the requirements for the Baby Bells to enter LD less strict?

Time will tell?!
