No, Herc... while such could potentially be the case in other instances down the road, your problem doesn't appear to be related to the copper loop. You discounted that possibility when you were able to complete long distance and 800# connections over the same loop with satisfaction. Indirectly, something many have been changed in the central office, however, in order to make preparations for servicing the DSL customers, but it would be a real stretch for me to state that this was the case, with any confidence.

The only observation that I am comfortable with is, that the problem appears to be residing somewhere between your BLS end office exchange switch and the upstream paths to the Internet in the network's edge. See my reply to WTC.
