Interesting problem isn't it.

Of course the phone system has backup batteries and generators,
although a while back a large part of New York City lost phone
service because the batteries were not kept charged.

I don't know how long it will take for the generators to run
out of fuel, or whether they will be able to get deliveries
with the power out.

I also read recently that the Alaska oil pipeline has valves that
report their status via satellite and microwave. If the links
fail, they shut off the oil to avoid a spill. They plan to post
two person teams at each valve on new years eve in case of trouble.
I hope they have battery powered two way radios.
