War doesn't quite fit IMO,,, we attacked them,, same with Iraq, same in Sudan, and Afghanistan, and Panama, and Grenada...

War means to me that two sides are fighting each other... The closest it gets in all of the above cases are some weak measures at defense..

I believe that none of the above were declared wars, mostly because they are all unconstitutional...

I can't disagree with you on the face-saving aspect, but it goes both ways.

Milosevic has also played almost all of his aces and it is now just a matter of the degree of defeat.

However, the Rambuillet "ultimatum" was the result of Milosevic breaking his promises not to resume ethnic cleansing practices that he had agreed to halt last year.

Personally, I'm all for calling up Clint Eastwood and doing a "Eiger Sanction" on Milo, but then I guess that's coming from my reactionary side... <VBG>

But then again, it Milo knew that he was being personally targeted, it might adjust his mindset and willingness to come to terms.
