The 3000D is just Dell's customized version of the regular V3 3000. I believe that it does not have the TV-out. This is typical of Dell. They get their own lower cost customized card from the supplier.

What is a 3000D
I'm sure it's just a marketing smoke screen to keep consumers from being able to compare apples to apples when buying hardware. Similar to buying a mattress, they're essentially the same product but with different names.
