As a MM perhaps you aren't versed in retail buyside.

Generally an IPO is restricted from being purchased and held in a type 2 account. Generally to short a stock, one needs to borrow shares to short, and the most liquid place to obtain shares for shorting is via the hypothication agreements with type 2 accounts a/k/a/ margin accounts.

Since there are virtually no IPO shares held in type 2 accounts for 30 days, there is virtually no shorting of IPO shares during this period.

Telling retail accounts to call your attorney to bully their retail broker is a waste of their time, IMO.
