You keep saying IPOs can "generally" not be shorted. So what you are really saying, then, is that they can be shorted. So then why are you so vehemently disagreeing with everyone who says they can be shorted?

Noone has said they can borrow IPO shares every time in unlimited amounts under all circumstances and at all brokerages. What people have said repeatedly is that often they do get a borrow and thus are able to short IPOs.
