A.) Most suburban schools aren't so bad, and even the cities usually have pretty good flagship schools, specialty schools (like Bronx Sci), and magnet schools;
B.) The greatest success in the inner cities has been in parochial schools, usually Catholic, with a more disciplined and involved environment;
C.) California is overburdened with recent immigrants, which is the real reason it looks bad on standardized tests;
D.) Boarding school is mostly a way of getting rid of the kids, except in those rare instances when it is part of family tradition, or an exceptional opportunity (say for a scholarship kid aiming at the Ivies)...In almost every instance I heard about from acquaintances, being sent to some kind of boarding school was related to divorce, remarriage, or disciplinary problems...
