Two plots in Kentucky, side by side. One is worth $250 an acre the other is worth $5,000 an acre. The difference is the more expensive one is a registered tobacco farm and eligable for the payout.

All the broughhaha about raising taxes on cigarettes was just that. Raise the taxes while giving it away but don't stop the subsidies. Al Gore still gets them.
