The courts can sure be crooked. This person had consumed no more than a couple of bottles of whiskey (and that was with his supper sandwich). So it may be assumed that less than half of that alcohol was even absorbed over the first twenty minutes.

DRUNK, indeed! A bunch of yankees trying to put a dent in a decent Southerner, again. Oh well, Druss will look after the matter--for reasonable compensation...
