where did you get this idea?

Welles Wilder, the creator of ADX says anything over 25 means that you are in a trend and should not base buying decisions on oscillators such as stochastics. ADX lower than 20 means that the issue is in a trading range and decisions should be based upon oscillators such as stochastics.

Connors and Cooper revamped some of the ADX work and came up with a buy based upon an increasing ADX 20, 21, 22. Always confirmed with other indicators.

if Your ADX is 10-15, the trend has not been established.
