That's a C w/ Handle, alright. But, it's not what O'Neil likes to see for his trading. He calls for the period leading up to the C/H to be rising. All his examples show this.

In your HTCH chart, this period is clearly falling. However, it does look ready to break out. These days, I wouldn't rule out anything <G>.
