Clinton affirms Balkan buildup

June 3 - AIR FORCE ACADEMY - President Clinton confirmed his commitment to send 7,000 U.S. ground troops to the Balkans during his commencement speech to Air Force Academy graduates and 31,000 onlookers Wednesday at Falcon Stadium.

The somber announcement was met with a subdued reaction by the 944 newly minted second lieutenants but did not otherwise dampen the festive horn-tooting atmosphere at the academy's 41st commencement.

The United States will provide about 15 percent of NATO's 50,000 ground troops and will send an additional 68 F-15s and F-16s, which will be "bombing all hours,'' Clinton said.
