The following stocks are marginable, but cannot be sold short: abov, athm, dclk, gnet.

Robert, i noticed something about Dclk a few days ago:
stocksheet.com
yahoo.marketguide.com
viwes.com
To recap the above: Re-Dclk,
Total outstanding shares: 40M shares
total float: 16.2M
total short: 3.2M
Total real float: 16.2+3.2=19.4M
Tol shares held by institutions: 19.1M shares.
This means almost all the available shares are in the hands of the institutions, therefore there is no short shares available!!

Let's dig deeper!

I don't know the answer to your question but fwiw Discover has a different list - Discover considers amazon and gnet unmarginable (gnet was marginable in the past however), dclk is marginable which is why I always trade it. Etys (and maybe pcln) aren't marginable because they are new issues and it takes at least a month for margin - that I know has nothing to do with the broker.
