Since access to cash is a critical success factor for a start-up business an investor taking the companies PR on face value might base his/her investment decision on the information never suspecting that the $10 M was merely an IOU backed by a stamp collection. While I might not term the HITT PR "fraudulent" it remains misleading IMO and falls short of the standards of honesty that I expect in an investment.

You are too kind. The HITT PR was clearly fraudulent. Consider this excerpt:

Steve Bradford, CEO of Hitsgalore.com, stated: ''We are certain that this investment will help Hitsgalore.com gain valuable market share through the advertising campaigns we have planned. We will also be able to continue our development and expansion into other exciting technologies that are now being readied for release, many of which should occur by the end of this quarter.''

That's a pretty straightforward lie. The "investment" can't possibly help develop products "this quarter" since HITT won't get any money for 12 months (if ever).
