The biggest problem NATO has in dealing with the Balkans is the region's long memory. It is also the biggest advantage. Tirana took a shot at a greater Albania and missed. It backed the KLA and stirred up trouble in Kosovo in hopes of sparking foreign intervention. NATO intervened but, not being particularly sold on Tirana's grand vision, settled for less. Tirana will try again, but it can wait. In the meantime, Tirana succeeded in attracting NATO political, military, and economic assistance. It will not want to risk continued assistance by perpetuating a war that NATO very much wants to exit. Rather, Tirana is likely to rein in the KLA – almost, maintaining just enough instability in the region for NATO to remain engaged, building the Albanian ports and infrastructure necessary for a more "favorable" outcome when next the quest for a greater Albania resumes.
