Most charges could not be booked until the deal is closed. Also, with increased SEC scrutiny the SEC could take a while on reviewing financial data and asking for more information. Subsequent SEC info requests wouldn't delay the close (that is the FTC I believe) but may result in change to any charge #.

This is only a general response to your question. I haven't followed the Intel acquisition of Level One closely.
