This is not a matter of mathematical purity, it's just a matter of convention. Computer programmers deal with this issue all the time, likewise system designers.

I have heard a number of discussions on why 2001 is the correct convention but frankly, it doesn't wash. The interesting issues arising from the rollover from 19xx to 20xx are what's making news. Nothing similar will happen when 2000 rolls to 2001.

"the millennium" is an easy way for people to refer to an event they think is significant. There is just not much significance to the shift from 2000 to 2001, whatever the mathematical description.
