You have it little backwards. GSTRF was given access to the additional launch on the Delta II. The Delta II sends the birds to a greater height, and thus it takes less time to get to their final orbit.

When this window presented itself, GSTRF calculated that by scrubbing the May Soyuz and doubling the July Delta II,s they would actually get more time testing the system, and thus have the potential of launching service EARLIER than expected, not later.

If this window had not presented itself, they would have stuck with the original schedule (and launched a Soyuz in May).

The shuffling of the schedule helps them, it doesn't hurt them.
