Open access to cable means that when you sign up for cable internet service, you choose the portal that you will see when you turn it on, whether that is ATHM, AOL, YHOO, or whatever. Closed access, for ATHM/AT&T, means that when you turn it on, you get the ATHM portal, and if you want to access AOL's proprietary content, you have to pay extra.
